NEWARK, Del. — A community in Delaware expressed heartfelt gratitude to three New Castle County police officers for their rapid response that prevented a potential tragedy at the University of Delaware. The officers’ actions have been lauded for stopping what officials and local leaders believe could have been a catastrophic attack, with praise pouring in from various sectors.
During a recent recognition ceremony, New Castle County Executive Marcus Henry acknowledged the significant impact of Officers First Class Christopher Hewlitt, Nathan Jupiter, and Jay Scerbo. He emphasized that their swift actions not only safeguarded lives but also displayed exceptional commitment to their duty.
The officers were on routine patrol on November 24 when they spotted a vehicle with its lights on parked in a restricted area. Sensing something unusual, they approached the car and subsequently discovered a loaded handgun altered into a submachine gun, body armor, and a disturbing notebook filled with plans for a possible attack on the campus. The suspect inside the vehicle, identified as Luqmaan Kahn, was promptly arrested.
Delaware House Speaker Melissa Minor-Brown addressed the officers during the ceremony, expressing her deep appreciation for their investigative instincts. “We averted a very serious situation today, and it is thanks to your diligence and quick thinking,” she said. Chief Patrick Ogden of the University of Delaware Police Department echoed her sentiments, praising the officers for their thorough investigation that averted a potential terrorist act.

Officer Christopher Hewlitt remarked that such vigilance is part and parcel of their everyday responsibilities, reiterating that this particular incident was an exception rather than the rule.
