Houston, Texas — A Houston man faces legal repercussions following a savage attack by two pit bulls that resulted in severe injuries to a local woman on April 10, 2023. The incident has brought to light the continuing challenges surrounding the ownership and control of aggressive animals.
The accused, 59-year-old Cesar L. Mendoza, has been charged after one of his dogs, previously identified as hazardous, was involved in the assault. Authorities reported that Mendoza’s dog, along with a stray that he had been caring for, were both implicated in the assault which occurred in a public area known for frequent pedestrian traffic.
On the day of the incident, the victim was walking at the intersection of 3800 Corto Street when she was brutally attacked by the dogs. Described as blue pit bulls by witnesses, the dogs inflicted multiple bite wounds on the woman. A quick-thinking bystander intervened, using his truck to drive off the animals, subsequently discovering the victim on the ground near 7106 Bleker Street.
According to the accounts, after the intervention, the dogs retreated to Mendoza’s property but had initially escaped from within the confines of his residence to attack the woman. Despite the enclosure, the dogs had a history of escaping, posing a recurring threat to the community.
The victim sustained critical injuries, including bites to her right arm and left leg above the ankle. She required urgent medical attention and underwent several surgeries at Memorial Hermann Hospital, including skin grafts and extensive stitching. The extent of her injuries necessitated a two-week hospital stay before she was discharged.
During the investigation, Mendoza admitted to owning the female dog involved and acknowledged that the male dog was a stray. He confessed to feeding the stray and allowing it to stay on his premises, despite being unable to confine or control it effectively.
This incident has raised community concerns about the presence of dangerous dogs in residential areas. Neighbors recounted multiple instances where Mendoza’s dogs escaped and roamed freely, posing danger. The fear among local residents has grown, especially among families with young children and elderly individuals.
