Joniah Walker’s family had publicly criticized the investigation long before authorities found her alive at a Virginia home.
MILWAUKEE — The recovery of a Milwaukee teenager nearly four years after she disappeared has brought relief to her family while reviving questions about how the missing-person investigation was handled during its earliest and most critical days.
Joniah Walker was 15 when she left Milwaukee for Chicago on June 23, 2022. Authorities now allege that a Virginia man who had communicated with her online arranged her transportation, met her outside a Chicago movie theater and held her against her will for years. Walker, now 19, was recently found alive in Blacksburg, Virginia.
Her relatives had spent years seeking public attention for the case. They appeared in news reports, distributed information and pressed police for answers. Family members said they immediately suspected something was wrong when Walker’s phone was switched off and calls began going directly to voicemail.
The family’s concerns soon expanded to the police response. Relatives said they obtained doorbell-camera recordings from the area themselves and questioned why investigators had not promptly contacted more residents who might have captured Walker’s movements before she vanished.
One relative said the family felt separated from investigators rather than included in the search. The complaints became a central part of public coverage of the disappearance, as Walker’s loved ones argued that valuable time and possible evidence had been lost.
Milwaukee police declined NBC Chicago’s request to discuss the alleged kidnapping or answer questions about the department’s investigation. The agency has not publicly provided a detailed timeline showing when detectives learned Walker had traveled to Chicago, when Anderson became a person of interest or what eventually directed authorities to Virginia.
Police previously said there was no indication Walker had been targeted by an organized trafficking operation. A department official repeated that position after her recovery and said describing the case as human trafficking would be misleading. The newly filed charges instead allege kidnapping and child abduction by one defendant.
Authorities accuse 37-year-old Owen Anderson of arranging Walker’s trip after communicating with her online for several years. Investigators allege he disposed of her cellphone and another phone he had provided, then kept her at a Blacksburg residence. Police also allege Walker was physically and sexually abused.
Anderson remained in Virginia custody and had not appeared in a Wisconsin courtroom. The charges are allegations, and he is presumed innocent unless proved guilty. Public records described in the report did not identify an attorney speaking on his behalf.
Major questions remain unresolved despite Walker’s recovery. Authorities have not disclosed what new information broke open the case, whether investigators received a tip, how long they had focused on the Virginia address or whether other people knew Walker was there.
Milwaukee police also have not announced whether the department will review its handling of the initial missing-person report. The criminal prosecution will move forward separately as Wisconsin authorities seek to bring Anderson before a Milwaukee County court.
