Police say the suspect approached one girl at a bus stop and lured another with a promised job hours earlier.
PHILADELPHIA — A 27-year-old man is in custody after Philadelphia police said he abducted a 15-year-old girl and raped a 16-year-old during a lengthy drive in North Philadelphia on Saturday, Jan. 17. Officers arrested the suspect that night after the older teen called 911 from a corner store, according to investigators.
Police identified the man as Jonathan John and said he faces counts that include rape, sexual assault and unlawful restraint. Detectives believe the cases are linked, with both teens targeted in the same area hours apart. Prosecutors said John was released from custody on Dec. 2 after a separate case was withdrawn and that he is now held on a $750,000 bond with a detainer. Authorities say new evidence expected in the weekend incidents — including surveillance video and DNA — could strengthen the charges as the investigation moves forward.
Investigators said the 16-year-old was waiting for a bus on Allegheny Avenue around 2 p.m. when John offered her a ride but drove off in another direction. Over nearly seven hours, he threatened and sexually assaulted her while circling through North Philadelphia, police said. “Hours in that car she must’ve been very, very frightened,” said Capt. Margo Alleyne-Parker of the Special Victims Unit, adding that the teen repeatedly begged to be taken to her destination. Around 8:50 p.m., the girl called 911 from B and Rockland streets as the suspect went into a convenience store. Responding officers detained John and brought him to SVU for questioning.
While interviewing him, detectives noticed a distinctive red windbreaker that matched a description from a separate report earlier that morning, authorities said. In that case, a 15-year-old told police she had communicated with a man named “John” on social media about a job and food, then met him around 10 a.m. near Cedar Street. She said he pulled her toward a car and tried to drive off before stopping at a store, where she escaped after a few blocks, according to police. Detectives are reviewing surveillance footage and expect to compare evidence collected in both incidents. John is being held on $750,000 bail and a detainer that prevents his release, officials said.
Prosecutors said John has been accused in earlier cases that ended without convictions. Court records show a 2016 arrest for rape of an adult was withdrawn. In 2023, he went to trial on rape charges in a case involving two alleged victims and was acquitted by a jury. In a February 2025 case, a woman reported being held at knifepoint and sexually assaulted on West Russell Street; despite her testimony at a preliminary hearing, the District Attorney’s Office said the victim later withdrew from the process and could not be reached before trial. Prosecutors said they made multiple attempts — with police assistance, letters, calls and subpoenas — but ultimately withdrew charges on Dec. 2, 2025.
District Attorney Larry Krasner said sex assault prosecutions can be difficult when witnesses feel unsafe or disengage from the legal process. “They’re tough cases especially when you have someone that appears to be targeting and preying on vulnerable people,” Krasner said, adding that prosecutors aim to ensure “very serious consequences” if the latest charges are proven. Katrina Wadas, who supervises the Family Violence and Sexual Assault Unit, said DNA alone was not enough in last year’s case without testimony explaining that any genetic material was not the result of consensual contact. Alleyne-Parker called the weekend pattern “predatory” and said investigators fear there may be additional victims who have not yet come forward.
The Special Victims Unit continues to build the timeline from 10 a.m. to the evening arrest, canvassing the Cedar Street and Allegheny corridors and the B and Rockland intersection for video. Prosecutors said they expect to file additional documents outlining the evidence. A bail review is possible if more charges are added, authorities said. No trial date has been set. If a preliminary hearing is scheduled, it would likely occur in the coming weeks in Philadelphia Municipal Court. Prosecutors said they will also evaluate whether any prior incidents could be reopened if corroborating evidence emerges in the new cases.
On the blocks where police traced Saturday’s route, corner stores buzzed with weekend shoppers and the sound of buses groaned along Allegheny Avenue. A cashier near B and Rockland said officers arrived quickly after the 911 call. “They were here fast,” the worker said, declining to give a name. Outside, a resident pointed to security cameras jutting from rowhouses. “You never know what those catch,” he said. Alleyne-Parker said her unit is working with neighborhood businesses to retrieve footage and emphasized that the two teens provided detailed statements soon after the arrest.
The suspect remains jailed in Philadelphia as detectives finalize reports and collect lab submissions from the weekend scenes. Officials said the immediate next step is to present the case to a judge for an initial hearing and to continue evidence testing. Further updates are expected as early as next week.
