HOLBROOK, Ariz. — Arizona’s Department of Child Safety is facing scrutiny amid allegations that it failed to adequately respond to numerous reports of suspected abuse involving 10-year-old Rebekah Baptiste, who tragically died in July. Authorities discovered Rebekah in a state of distress, presenting with severe bruising and apparent malnourishment, shortly before her passing at Phoenix Children’s Hospital.
Rebekah Baptiste’s father, Richard Baptiste, 32, and his girlfriend, Anicia Woods, 29, have since been arrested and charged with her murder. The family had recently relocated from Phoenix to Holbrook, where they were reported to have regained custody of Rebekah and her siblings after time spent in foster care.
School officials at Empower College Prep, where Rebekah attended, stated they had reached out to the Department of Child Safety a total of 12 times regarding allegations of neglect and abuse against her parents. According to their records, these calls were made between late 2023 and early 2025.
In contrast, the Department of Child Safety claims its records indicate only five hotline calls made by the school during the past year. A spokesperson stated that of these calls, only one met the legal criteria for investigation. Consequently, four reports were classified in such a way that the department could not pursue them.
Brian Holman, Executive Director of Empower, expressed frustration over the discrepancies, stating that staff were told several times that their reports were assigned for further investigation, yet follow-ups were lacking. Holman highlighted concerning indicators of abuse within the reports, including visible injuries and ongoing patterns of neglect.
Additional reports from outside agencies indicated that they had filed at least 20 more complaints regarding the wellbeing of Rebekah and her siblings. In response to these claims, the Department of Child Safety maintained that it can only initiate investigations based on reports that fulfill specific statutory criteria.
The situation has drawn attention to the systemic issues within child welfare services. DCS announced it would conduct a comprehensive review to identify potential barriers that may have affected their response to the situation. The aim is to implement changes to prevent similar tragedies in the future.
“Rebekah deserved love, safety, and every chance to thrive,” a DCS spokesperson noted, underscoring the emotional weight of the circumstances surrounding her case. The department assured that it will maintain transparency while providing updates as permitted by law.
As community members seek clarity and justice for Rebekah, this case has prompted broader conversations about the challenges within the child welfare system and the responsibilities of agencies tasked with protecting vulnerable children.
